Call to Order / Introductions Lou Mesa calls the meeting to order at 3:47pm. Evelyn Duenas makes a motion to amend the agenda by reintroducing the discussion on GSAT Council Membership Appointment terms due recorder malfunctions in the previous meeting, and the review and approval of the minutes from the meeting held on January 23, 2018. The motion is seconded by Ray Sayas (GDDC) and the council affirms. II. Review and Approval of minutes from January 23, 2018 meeting Raymond Sayas (GDDC) makes a motion to approve the minutes of the meeting. Josephine Cortez seconds the motion. The council approves the motion. III. Old Business A. 2018 AT Conference and Fair Debrief About 135 people attended the 24th Annual GSAT Conference. The surveys were disseminated and collected during and after the conference (42 collected). Lou Mesa suggests adding an incentive for participants who submit surveys to encourage more submissions. Leah Abelon reads out to the council the results compiled and reported from the surveys. A big issue at the conference was the registration and waiting list. Participants showed up and their names were not listed, nor registration forms submitted. Suggestions for using software or adding disclaimers (Ben Servino) on the form to ensure confirmation of registration for participants were brought up. For the waiting list, Ray suggests to request for notice in advance if participants are unable to make it to ensure. Ben Servino recommends including a registration fee to service providers who wish to attend the conference. Lou Mesa decides to table the discussion on the Conference and Fair for the new committee that plans the next Conference and Fair. The fair at Agana Shopping Center had a low number of participants. The survey report shows 45 individuals who submitted their surveys. Leah Abelon reads out the statistics from the questionnaire disseminated at the Fair. Ben Servino recommends using raffles to encourage more participants to submit their surveys at the end of the event. B. Reports i. Quarterly Report ii. Annual Progress Report – A graph report is presented to the Council for review showing the numbers compiled through data for GSAT State level and State Leadership activities according to the grant. Leah also exhibits the national level data – comparing Guam’s data to the data of the states. C. Reintroduction: Discussion of GSAT Advisory Council Membership Appointment Referring to January 23, 2018 minutes, the council agreed that members of the Advisory Council would serve for a term of 1 year. Due to recorder malfunctions, the council will further discuss and finalize the length of terms for serving as a GSAT Advisory Council Member. The council agrees to draft a policy: “… Members of the GSAT Advisory Council will be appointed for a term of three (3) years and can serve no more than two (2) consecutive terms. A meaningful break in service of one (1) year must occur before an individual can sit as a member of the GSAT Advisory Council again.” Ben Servino makes a motion to approve this policy for members serving on the GSAT Advisory Council. (Mid-June) PIBBA: Pacific Island Bilingual Association is raising funds for fare and accommodations to attend a conference in Saipan. Jamaican Grill tickets are being sold by Dawn Maka for $10. B. Friday, April 13, 2018 – “Light It Up Blue Ceremony and Kids Parade” Starting at Skyzone marching to Pool side entrance. Starts at 6:00pm C. Saturday, April 14, 2018 – 11th Annual Autism Awareness Fair will be held at Agana Shopping Center from 10am to 2pm. VI. Adjournment The meeting is adjourned at 5:03pm. The next GSAT Advisory Council General Membership Meeting will be held on July 24, 2018 at 3:30pm to 5:00pm.
