Call to Order / Introductions The meeting is called to order at 3:36pm and introductions are done around the room. Please note that Lou Mesa and Evelyn Duenas are joining via teleconference. June De Leon is introduced to the GSAT Advisory Council. She is the current Interim Director appointed on October 1, 2019 after the retirement of Dr. Heidi San Nicolas. Rodney Calimlim is a new member to the council, representing the blind community. II. Review and Approval of the General Membership Meeting Minutes: July 31, 2019 The meeting held on July 31st was a meeting for discussion purposes only due to quorum not being met. The council will review the minutes from July 31, 2019, April 23, 2019, and October 23, 2018. Carol Cabiles makes a motion to approve the minutes from July 31, 2019, seconded by Tom Manglona. The Council votes all in favor to carry the motion. Dawn Maka makes a motion to approve the minutes from October 23, 2019, seconded by Josie Cortez. The council votes all in favor to carry the motion. Josie Cortez makes a motion to approve the minutes from April 23, 2019, seconded by Dawn Maka. The council votes all in favor to carry the motion. III. Old Business A. AT Equipment Purchased A list of new AT equipment procured by GSAT was sent to the council via email as well as provided on a spreadsheet during the meeting. Some of the newly acquired equipment is shown to the council during the meeting B. Information and Communication Technology and Transition Training Initiative C. GSAT Advisory Council Recruitment Update Two individuals have been recruited to join the GSAT Advisory Council. The two newly appointed members are Rodney Calimlim and Rosemarie Palop, who will both be representing the blind community. The Council is continuously searching for new recruitment of members. IV. New Business A. Election of Officers The floor is opened for nominations of officers. • CHAIRPERSON: Tom Manglona nominates Lou Mesa for Chairperson. Dawn Maka makes a motion to close nominations for Chairperson. • VICE CHAIRPERSON: Dawn Maka nominates Rodney Calimlim for Vice Chairperson. The nomination is accepted by Rodney Calimlim. Dawn Maka makes a motion to close nominations for Vice Chairperson, seconded by Carol Cabiles. Rodney Calimlim is the new Vice Chairperson. • SECRETARY: Rodney Calimlim nominates Dawn Maka for Secretary. Dawn Maka declines the nomination. Tom Manglona nominates Evelyn Duenas for Secretary. Evelyn Duenas declines the nomination. Dawn Maka nominates Josie Cortez for Secretary. Josie Cortez accepts the nomination. Dawn makes a motion to close nominations for Secretary, Tom Manglona seconds the motion. Josie Cortez is the new Secretary. • MEMBERS AT LARGE: There are three (3) open positions for member at large in the Advisory Council. Rodney Calimlim nominates Dawn Maka for member at large; Dawn Maka accepts the nomination for member at large. Carol Cabiles nominates Tom Manglona for member at large; Tom Manglona accepts the nomination. Rosemarie Palop is nominated by Tom Manglona and Evelyn Duenas is nominated by Rodney Calimlim for the remaining member at large position. A motion to table the vote for the last member at large position is made by Rodney Calimlim since both nominees are not present during the elections. The motion is seconded by Tom. All members of the council are in favor. B. Calendar of Events The calendar was provided to the council in their folders. The calendar is color coded. Highlighted in red is the GSAT General Membership Meetings. Highlighted in green are the Executive Membership meetings, while holidays are highlighted in yellow. C. Quarterly Report/ GDOE, Senior Citizen Center & Veteran Outreach / Akudi Loan Report The Akudi Loan program reports 13 GOAL-AT inquiries and 3 Telework loan inquiries. There has been 1 GOAL-AT loan approved for the individual to obtain hearing aids. Public Awareness has reached individuals, with AT presentations conducted throughout the Senior Centers on island, as well as the deaf and hard of hearing classes at JFK. The Veteran Outreach Initiative is still in the works. Michelle Aguigui is having meetings and proposing for GSAT to do AT presentations for Veterans through the VA Services or Naval Hospital. D. GSAT Service Awareness in the Community – GSAT banners to be ordered & displayed in various “high visibility” areas around the island GSAT would like to initiate more awareness through banners. However, in the Executive Meeting it was suggested to have the digital billboards display a digital banner. This is still a work in progress E. AT Reauthorization Act Leah Abelon shares information and a summary she received from the AT3 Center during a webinar discussing the Reauthorization of the AT Act. The act was last authorized in 2014, and the AT3 Center is currently working on getting it reauthorized. This is good for GSAT because it will increase the funds from $125,000 to $225,000 per fiscal year. There is also a requirement in the State Plan for transition training and technical assistance. F. New AT Equipment Suggestions The floor is opened for making suggestions on new AT to procure. Lou Mesa makes a suggestion to table the discussion of new AT and instead provide all suggestions for new AT via email for the sake of time. G. 2020 GSAT Conference and Fair Planning Committee Sign-Up The annual GSAT Conference and Fair will be taking place in March. A sign-up sheet has been passed around to the council members for any of those interested in signing up to be a part of the planning committee for these events. Dates for the planning committee meetings are to be determined. Lou Mesa requests to be signed up for the committee via teleconference V. Open Discussions / Announcements A. Carol Cabiles shares that Leah Neumann from the Helen Keller National Center for the Deaf and Blind was on island. Through this program, an individual was able to receive free AT devices. This individual was able to get the latest iPad and large keyboard, as well as accessories for the equipment. B. Head Start is hosting their annual Parent Engagement Conference at the Pacific Star Resort from 8:30am-2:30pm. GSAT will be doing an outreach table. If any council members would like to volunteer to help with the display table, they can register for the conference. C. Phylis Topasna shares that Department of Labor; American Job Center will be hosting their annual Registered Apprenticeship Forum on November 12, 2019 from 8am-4:30pm and November 13, 2019 from 8am-1:30pm at the Dusit Thani. You can register at dol.gu.gov. VI. Adjournment Rodney Calimlim makes a motion to adjourn the meeting; the motion is seconded by Josie Cortez. The committee is all in favor to adjourn the meeting. The meeting is adjourned at 5:06pm. The next meeting will be held on Tuesday, January 21, 2020.
